This is super easy and amazingly fast :D. They don't look that great but its really about all the possibilities. If you think about it and you're creative you can do lots of cool things based on this method. I am just going to show you the method so that you get to be creative yourself.
Before we get started, please be aware that in this tutorial I expect you to know were the Paintbucket tool is and how to save. Just basic stuff like that. Anything more complex I will be sure to explain to you so I don't lose you halfway there :P Keep in mind that we are using paint. Obviously if you have PSP 8 or Adobe or something you should use that since its a lot better/faster (there is a reason people PAY for those programs..). And one more thing: my paint is in German so I *might* say the wrong name for a button once or twice, but you'll understand what I mean.. no worries :D. This tutorial is copyrighted and so is the effect and if I see it on any other neopets site I will eat your head up.

The Easy Stuff
Open up paint and make sure your canvas (The big space you draw on) is white. If not use the paintbucket tool to make it white. Then go to Image >> Attributes. You will get a popup window. Make sure that you have "pixels" and "color" checked. Make the canvas size 1 by 1 pixel. Paste the image that you want the dotted effect on into there. Not to hard now was it? Good job :) Your halfway done -- amazing huh? Now go back to Image >> Attribute and (here comes the hardest part of this tutorial) check your image width and height. You HAVE to remember this. Got that? Write it on your hand or in the URL address bar. You just HAVE to remember it.

The REALLY easy stuff
Yup.. It only gets easier :). Open another paint. Do NOT close your old one. Now go to Image >> Attributes and check pixels and check-mark "Black & White. If you don't it won't work. LISTEN TO ME. Type in the numbers you remembered before into the width and height. Add a 1 in-front of these numbers (so now your screen is a thousand pixels bigger than the other one. Good job. Now use the eyedropper. Right click somewhere on your white canvas. Yay, your doing amazingly good :D. Now, since you aren't blind (well I hope your not though it would be kinda creepy if a blind person could read this..) you have probably noticed that in the color options (to your bottom right) there are weird black and white things with dots. Now choose any random one of these. It has to have a white background though :). And dump it with the paint bucket How cool is that? If you don't like it press undo (edit >> Undo). If you do, select a large amount of your screen (remember how big your other one was? It needs to be a lot bigger). Just select a LOT of it. Press Edit >> Copy. Then go to your other paint and go to colors and uncheck draw opaque. Make sure that your back color is white (When you draw with the white mouse button). If not right click on something white and press Edit >> Paste. How cool is that? Now you just have to go to Image >> Attributes and type in the numbers you memorized earlier. Nice job :).

Afterword
You can use this effect even better if you use image shapes and the like, just experiment with it. It's very strongly appreciated if this tutorial helped you that you just be so kind as to put our link in your lookup. It takes quite a while to write out these tutorials for you guys and its really a one minute deal to add the link to your shop or user look-up. If you need help sign up on the forums and post there :)
